Fukurō means owl in Japanese. Fukuro means bag. Ikebukuro means something along the lines of Pond Bag, but apparently can mean something akin to wetlands, which makes sense because a wetland area is sort of like a bag of ponds. The F sound changes to a B sound when you combine ike and fukuro, which led to the play on words and use of an owl as the symbol for the city of Ikebukuro.
The Ikefukurō-zō statue is a common meeting point in the bustling Ikebukuro station. Many people gather around, take photos and meet their friends there. Owls can be seen decorating many things around Ikebukuro.
